Summary	Global versions `\DTLdeletedb` and `\DTLcleardb`

Description

Make global versions of \DTLdeletedb and \DTLcleardb to allow them to work in scoped contexts. (See \DTLdeletedb (from datatool package) has no effect within \foreach.)
