In the story, there is an attempt to bring back the Protectorate. (In real life, the English Civil War resulted in the regicide of King Charles I and the monarchy was replaced first with a Commonwealth and then a Protectorate.) The Parliaments during the Protectorate were called the First Protectorate Parliament, the Second Protectorate Parliament and the Third Protectorate Parliament. If an attempt to bring back the Protectorate is successful, it would bring about the Fourth Protectorate Parliament. The book title shortens this to just The Fourth Protectorate.
